Bernardo Arce Fernandez

Bernardo Arce is a Research Officer in the International Economic Development Group at ODI. He is an international trade lawyer with extensive work experience as a trade negotiator at the Ministry of Foreign Trade of Costa Rica, where his work primarily focused on Central American economic integration issues, including tariff negotiation, community law, and the implementation of aid for trade projects in the region.
Bernardo holds two licentiate degrees from the University of Costa Rica, where he studied Law, majoring in tax law and customs and foreign trade. He has a master’s degree in development studies from the University of Sussex—Institute of Development Studies (IDS).
